Meet the Presenters

Larry Goldstein

Larry Goldstein is the president of Campus Strategies, LLC—a management consulting firm providing services to colleges and universities as well as organizations serving higher education.  He also has been involved in various professional activities including past service on the Governmental Accounting Standards Board’s Advisory Council, the AICPA’s (American Institute of Certified Public Accountants) Expert Panel on Not-for-Profit Organizations, and the Society for College and University Planning’s Resource and Budget Planning Academy.  

Larry has written and spoken frequently on various subjects related to higher education planning and resource management.  He presents and/or provides training for various higher education associations and individual colleges and universities.  He is the author of College and University Budgeting:  A Guide for Academics and Other Stakeholders, fifth edition, and has co-authored several publications including Presidential Transitions.  

Prior to establishing Campus Strategies, Larry served as the Senior Vice President and Treasurer of the National Association of College and University Business Officers (NACUBO).  Before joining NACUBO, he spent nearly 20 years in financial administration at four higher education institutions.  In his last campus position, he was the University of Louisville’s Chief Financial Officer.  He is a Certified Public Accountant (CPA) and earned a Bachelor of Accountancy degree from Walsh College, Michigan and a Master of Science degree from the University of Virginia.  He is a recipient of NACUBO’s Daniel D. Robinson Award in recognition of his contributions to higher education accounting and financial reporting.

Dr. Louis Guin

Dr. Guin’s background includes over 40 years of experience in financial analysis and cost reimbursement negotiations with federal agencies. He was a Financial Consultant for KPMG, Bearing Point and Attain, Inc. He was a Financial Consultant for the CSU Chancellor’s Office and CSU campuses including Fullerton, Los Angeles, Northridge, San Jose among others on F&A (Facilities and Administration) negotiations with the Federal government. Dr. Guin specializes in a wide range of consulting assignments, focusing primarily on financial and cost analyses, grants management, indirect costs, fringe benefit proposal development, and rate negotiation with federal agencies.  Dr. Guin has a Ph.D. in Finance and Decision Systems from the University of Southern California. He retired from USC as an Associate VP of Financial Analysis in 2003. For many years, Dr. Guin served as a faculty member of the National Association of College and Business Officers (NACUBO) and National Council of University Research Administrators (NCURA). 

Joe Lipnisky

As the Director of Budget Operations and Systems, Joe manages a team of Senior Budget Analysts. Mr. Lipnisky coordinates tasks required to complete the financial month and year-end budget close. The Budget Operations Team is responsible for processing the University Labor Cost Distribution, the largest expense on campus. The primary role is to provide customer service to the campus community with a focus on Division Budget Officers; thus, Joe’s Team continues to develop new tools which helps to facilitate the processing of budget-related transactions. Mr. Lipnisky has two undergraduate degrees, Computer Science from Fullerton College, Accounting from CSU Fullerton, and an MBA in Strategic Planning from Pepperdine University. 

Sarab Singh 

Sarab Singh, Director of Planning, Design, and Construction Management, at California State University, Fullerton has over 28 years of experience in planning, design, construction management, civil and structural engineering. He is a Certified Construction Manager, Project Management Professional and Certified Educational Facilities Professional and is been with the CSU system for about 25 years. He is a graduate of Civil/Construction Engineering and has managed multiple minor, major, and capital renewal projects using different delivery methods like design-bid-build, design-build, collaborative design build, JOC, TOCA and CMAR. Before joining California State University, Fullerton, he has worked for Cal State LA, CSU Chancellor’s Office and number of other public and private entities. Currently, he is leading the planning, design, and construction management department and about 250 million-dollar projects in different stages of design/construction.
